The Ministry of National Economy of the Republic of Kazakhstan (http://economy.gov.kz/) is the central executive body of the Republic of Kazakhstan carrying out management in the areas of strategic planning, tax and budget policy, as well as policy in the field of customs, public and government and guaranteed by government loan and debt, public-private partnerships, public investment projects, protection of competition and restriction of monopolistic activity, natural monopolies and regulated markets, international economic and financial relations, including the regulation of international economic integration, management and development of foreign trade, regulation of trading activities, management of state assets, including improvement of the quality of corporate governance, public administration, public policy development in the provision of public services, mobilization training and mobilization, migration, state material reserve;

- regional development, development and support of private entrepreneurship, architecture, urban planning and construction activities, housing matters and communal services, state regulation in the field of water supply and sanitation, electricity, heat and gas supply within borders (line) of villages, land management, geodetic and mapping activities;

- protection of competition and restriction of monopolistic activity on the relevant product markets, control and regulation of the activities, referred to the state monopoly, and to the extent provided by law, intersectoral coordination and other special executive, approval and control functions;

- regulation and control of natural monopolies and regulated markets, except for areas in the field of telecommunications and postal services, in accordance with the laws of the Republic of Kazakhstan, as well as the control and regulation of activity of the energy and power supply companies in accordance with the Law of the Republic of Kazakhstan "On Electricity";

- state statistical activity;

- consumer rights protection, sanitary and epidemiological welfare of the population, control and supervision of compliance with the requirements established by technical regulations and normative documents for products and services sold to consumers, as well as in the field of food safety at the stage of its implementation, carrying out inter-sectoral coordination, strategic, regulatory, supervisory and control, realizable and licensing functions.

Erbolat Dossaev

Deputy Prime Minister of the Republic of Kazakhstan

 

 

Erbolat Dossaev was born in 1970 in the city of Alma-Ata.

In 1987 he graduated from the Republic’s Physics and Mathematics Boarding School in Alma-Ata.

He graduated from Almaty Energy Institute, Bauman Moscow State Technical University.

In 1997, he held the position of Deputy Chairman of the Board of Bank TuranAlem CJSC, Chairman of the Board of ATF Bank CJSC;

In 1998 he was advisor to the Prime Minister of the Republic of Kazakhstan;

In 1998 he held the post of Deputy Minister of Energy, Industry and Trade of the Republic of Kazakhstan;

In 2000 he was Deputy Minister of Finance of the Republic of Kazakhstan;

In 2001, he chaired the Board of Directors of the Development Bank of Kazakhstan;

In 2001-2003, held the position of Chairman of the Agency of the Republic of Kazakhstan on Regulation of Natural Monopolies, Protection of Competition and Support of small business;

In 2003-2004, held the positions of Minister of Finance of the Republic of Kazakhstan; Director of the European Bank for Reconstruction and Development (EBRD) in Kazakhstan; Member of the Board of the National Bank of the Republic of Kazakhstan;

In 2004-2006, was Minister of Healthcare of the Republic of Kazakhstan;

In 2006-2012, was Chairman of the Board of Directors of KazInvestBank JSC;

Since September 25, 2012 – Minister of Economic Development and Trade of the Republic of Kazakhstan.

Since January 16, 2013 – Minister of Economy and Budget Planning of the Republic of Kazakhstan.

On August 6, 2014, by the Decree of the President of the Republic of Kazakhstan (No. 880), he was appointed Minister of National Economy of the Republic of Kazakhstan.

On April 30, 2015, by the Decree of the President of the Republic of Kazakhstan (No. 5) was reappointed Minister of National Economy of the Republic of Kazakhstan.

In 2016-2017, was head of the Baiterek national holding company.

Deputy Prime Minister of the Republic of Kazakhstan as of August 2017.
