Today in Ukimet Uyi, Prime Minister of Kazakhstan Bakytzhan Sagintayev met with the Director General of the Russian State Atomic Energy Corporation Rosatom, Alexei Likhachev.

The discussion covered issues of further cooperation with the corporation and implementation of joint projects in the field of peaceful uses of atomic energy, uranium mining and enrichment, wind power, upgrading the technical basis of the nuclear industry and the production of various innovative products.

At present, cooperation between Kazatomprom and Rosatom State Corporation is being implemented as part of the Comprehensive Program of Russia-Kazakhstan cooperation in the field of peaceful uses of atomic energy. In addition, cooperation with Rosatom is carried out within the framework of joint measures for loading JSC Ulba Metallurgical Plant and in the construction of a nuclear power plant in Kazakhstan.

Rosatom State Corporation was established in December 2007 and is one of the leading diversified industrial holding companies in the Russian Federation. Rosatom's strategy is to develop clean energy generation projects, including wind power.

A meeting between the Minister of Defence of the Republic of Kazakhstan Nurlan Yermekbayev and the Minister of Defence of the Republic of Belarus, Lieutenant-General Andrei Ravkov took place in the Ministry of Defence of the Republic of Kazakhstan as part of a joint meeting of the Council of Ministers of Foreign Affairs, the Council of Ministers of Defense and the Committee of Secretaries of the CSTO Security Councils.

The discussion covered current and future areas of bilateral cooperation, following which the parties signed the Military Cooperation Plan for 2019.

Today at the meeting of the Government of the Republic of Kazakhstan, in the course of summing up the implementation of the Nurly Zher State Program for 9 months of this year, Prime Minister Bakytzhan Sagintayev gave specific instructions for the further development of housing construction.

Having heard the reports of relevant Ministries and a number of Akims, B. Sagintayev noted that in the first 9 months of this year, there was growth in all key areas of the Nurly Zher state program. At the same time, the Prime Minister drew the attention of the Government members to a number of key aspects.

First, the use of funds allocated for the implementation of the State Program. According to the Ministry of Investments and Development of the Republic of Kazakhstan, in a number of regions, according to the results of 9 months, there was a decrease in the rate of disbursement of funds compared to last year and planned values.

Considering the high level of housing construction set last year, when a record 11.2 million m2 of housing was commissioned, the Prime Minister recalled that this year’s volume was 12.1 million m2.

In this regard, the regional Akims were instructed to take all necessary measures to ensure the commissioning of the planned volumes of housing, as well as the effective utilization of the allocated funds.

The second is the connection of engineering communications to the construction sites of both multi-unit and individual housing. Almost half of all budget funds allocated in the current year for the implementation of the State Program are provided for these purposes. At the same time, B. Sagintayev noted that in a number of regions there are facts when already built houses were not handed over due to the lack of necessary infrastructure.

With regards to individual housing, over 40 thousand land plots should be provided with communications this year. However, in 9 months only 40% were provided. Thus, regional Akims were instructed to take the matter under control and ensure the execution of instructions in the next two months.

Particular attention was paid to the task set by the Head of State in the Address to the People of Kazakhstan on the development in 2019 of the new Nurly Zher State Program, taking into account aspects of regional development and the inclusion of new directions. The Ministry of Investment and Development of Kazakhstan is charged to take into account all aspects of housing and housing-and-communal services during the process of developing the new state program, as well as to supplement it with new directions.

The progress of implementation of the Nurly Zher State Housing Program for nine months of this year was reviewed today during the meeting of the Government of the Republic of Kazakhstan chaired by Prime Minister Bakytzhan Sagintayev.

According to the Ministry of Investments and Development, 8.8 million m2 of housing was commissioned across the Republic in the framework of the Nurly Zher State Program during the first 9 months of this year, which is 11.6% more than in 2017.

“More than 77 thousand families improved their living conditions, of which about 9.5 thousand families purchased housing built with public funds,”-  Minister of Investments and Development Zh. Kassymbek reported.

Investments in housing construction increased by 31.5% compared to the same period last year and amounted to 818.9 billion tenge. For every 1 tenge of public investment 8 tenge of private funds was invested. According to the results for 9 months this year, the largest volumes of housing commissioning are observed in the cities of Astana (1.8 million m2), Almaty (1.3 million m2) and Mangystau region (910.5 thousand m2).

“In total this year it is planned to complete at least 12.1 million m2 of housing, of which 1.3 million m2 or 22 thousand apartments are in the framework of state investments,” – Zh. Kassymbek noted in his report.

According to the Ministry of Investments and Development of the Republic of Kazakhstan, a total of 148.6 billion tenge has been allocated for the implementation of the state program in the 2018 National budget. For the supply of engineering communications to the areas of housing development, according to the financing plan, 44.6 billion tenge was transferred from the envisaged funds, of which 40.8 billion tenge was applied, or 91.7%. 500 km of utility networks have been laid.

At the same time, Zh. Kassymbek reported on the implementation of certain parts of the Program.

With regards to the first direction “Construction of non-buyable rental housing for socially vulnerable groups of the population”, it is planned to build 3470 apartments in the current year.

“As of October 1 of this year, 1176 rental apartments were commissioned. Of the estimated 26.9 billion tenge, 21.3 billion tenge was brought to the regions, of which 20.1 billion tenge was applied, or 96.7%. In general, in the framework of the Address of the Head of State, we plan to increase funding for the construction of rental housing up to 50 billion tenge,” - the Minister of Investments and Development said.

207 billion tenge is directed for the implementation of the second direction “Construction of credit housing”, turned every 2 years as part of bond loans. As Zh. Kassymbek stressed, in 2016, 67 billion tenge was allocated from the National Fund to Akimats through Baiterek Holding for the implementation of this direction. From 2017, the allocated funds of Baiterek Holding and Samruk-Kazyna Foundation are additionally redirected in favor of Akimats. For the current year, the Ministry of Investments and Development plans to provide financing to Akimats in the amount of 100.9 billion tenge for the implementation of 141 projects, which ensures the construction of 9793 apartments. Thus, as of November 5 of this year, Akimats attracted 93 billion tenge. 180.5 thousand m2 of housing or 3096 apartments were commissioned. Until the end of this year, additional 6697 apartments will be commissioned.

In the framework of the third direction “Development of individual housing construction”, about 40 thousand land plots are being equipped with engineering communications this year, of which about 16.5 thousand plots have already been issued.

The operator of the fourth direction "Stimulating housing construction by private developers" is the Damu Entrepreneurship Development Fund. According to the Fund, the plan for issuing subsidized loans to developers is 152 billion tenge for the construction of 600 thousand m2 of housing. Today, private developers have commissioned 138.5 thousand m2. In general, since the beginning of the implementation of the Program, banks approved 77 projects with a total amount of loans of 67.2 billion tenge, of which 46 subsidy agreements were concluded for 42.9 billion tenge.

According to Zh. Kassymbek, in the fifth direction “Housing construction with the involvement of entities of the quasi-state sector”, it is planned to complete the construction of housing under previously launched projects. Out of the funds of the National Fund allocated in 2016, Baiterek Development JSC concluded contracts for 95.6 billion tenge, applied 93.5 billion tenge or 97.8%.

“Today 578.4 thousand m2 or 9669 apartments have been commissioned. Out of 97 billion tenge allocated in 2016, the Samruk-Kazyna Fund concluded contracts for 75.9 billion tenge for the construction of commercial housing. Before the end of the year, Samruk-Kazyna needs to return the remaining 50.3 billion tenge. These funds will be spent on financing by the local executive bodies of the construction of credit housing,”- Minister Zh. Kassymbek reported.

At present, the Fund transferred to developers 68.8 billion tenge (96.9%), and introduced 162.7 thousand m2 of commercial housing. In addition to the already commissioned housing, it is planned to complete the construction of 23 thousand housing units (of which more than 13 133 apartments are in the framework of state investments).

“In general, housing construction and disbursement of funds are being constantly monitored. Housing construction is actively developing, which contributes to a significant improvement in the living conditions of citizens, an increase in the growth rate of construction, as well as the development of entrepreneurial initiatives,” - Zh. Kassymbek said.

The Chairman of Baiterek National Management Holding JSC A. Arifkhanov reported that through Baiterek Development JSC, out of 113 billion tenge allocated in 2016, contracts were concluded for 95.6 billion tenge, 94.9 billion tenge were applied as of October 1 of this year, or 99.2%. In 2018, with a plan of 34 thousand m2, 24.9 thousand m2 or 73% were built. 9.9 thousand m2 will be commissioned additionally by the end of 2018,.

Housing Construction Savings Bank, in turn, stimulates the demand and sale of built housing for its investors. With the annual plan of 270 billion tenge, the population received 30 thousand soft loans amounting to 274 billion tenge. At present, 1.2 million contracts with the amount of savings of 568 billion tenge are in the system of HCSBK.

“To further stimulate housing construction savings, the online banking system and the real estate Internet portal BASPANA.KZ are being actively developed, which brought together all investors, developers and government agencies on its platform. Now, Kazakhstanis digitally receive online consultations on the services of the Nurly Zher program, information on finished facilities and those under construction, cost per square meter and bank products. Today, 11 thousand apartments have been sold through the portal to the population at fixed prices of 80 billion tenge,” – A. Arifkhanov said.

Akims of the Mangystau region - E. Tugzhanov, Atyrau - N. Nogayev, Almaty - B. Baibek and Astana - B. Sultanov reported on the implementation of the state program in the regions.

Deputy Prime Minister of Kazakhstan Erbolat Dossaev met with Deputy Prime Minister of the Republic of Singapore Tharman Shanmugaratnam in the framework of the participation of the Kazakhstan delegation in the Bloomberg New Economy Forum, which takes place in Singapore on November 6-7, 2018.

During the meeting, the Deputy Prime Minister of Kazakhstan informed the interlocutors about the main provisions of the Address of the President of the Republic of Kazakhstan to the People of Kazakhstan dated October 5 of this year, as well as about the ongoing work to ensure Kazakhstan’s entry into the top 30 most developed countries of the world, the key tools of which are increasing the quality of human capital, the introduction of best practices and technologies.

Erbolat Dossaev emphasized Kazakhstan’s readiness to further deepen economic and investment cooperation, noting that Kazakhstan perceives Singapore as a key partner in the regions of Southeast Asia and ASEAN, and given the generally recognized reputation of Singapore as a trading, financial, logistics and technology center, the growth of bilateral trade, economic and investment cooperation is still a priority in bilateral relations.

For the period January – August 2018, the trade turnover between the countries amounted to more than $ 300 million, including exports from Kazakhstan - $ 286.6 million. In this regard, it was expressed that the upcoming official visit of Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev to Singapore  on 20– November 21 will be an important step towards expanding contacts both at the governmental level and at the level of the business community of the two countries.

“One of the promising areas of bilateral cooperation is interaction at the city level. This is an important part of the Kazakhstan-2050 strategy. Our capital, Astana, attaches great importance to expanding business cooperation with Singapore. In January 2016, the city administration of Astana presented a master plan for industrial park No. 2, developed by Singapore-based company Jurong Consultants. I am sure that the experience of Singapore will be very useful. We invite Singaporean companies to participate more actively in the implementation of Smart City projects in the two largest cities of Kazakhstan - Almaty and Astana,” - E. Dossaev said.

The Deputy Head of the Singaporean Government confirmed the readiness of the Singaporean side to expand cooperation with Kazakhstan in all areas and expressed readiness to explore possible prospects for cooperation.

Today, Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev met with Prime Minister of the Republic of Estonia Juri Ratas in Ukimet Uyi, who arrived on the first official visit to Kazakhstan to participate in the Digital Bridge forum and the presentation of the International Technopark of IT start-ups Astana Hub.

The discussion focused on issues of further deepening and expanding cooperation between the two countries in the information technology sector and digitalization of important sectors of the economy. Among them are education, health, trade, transport and logistics. The interlocutors considered issues of cooperation in the field of environmental and energy-saving technologies, including within the framework of the Center for Green Technologies, which was implemented as part of the Green Bridge presidential initiative.

Particular attention was paid to the prospects of cooperation in the field of agriculture, customs declaration automation, as well as the exchange of experience in the training of qualified personnel for the digital economy.

Bakytzhan Sagintayev noted the great interest of the Kazakh side in the exchange of experience in the field of digitalization, especially the training of IT specialists, taking into account plans to open an international IT university in Astana on the territory of Expo.

In turn, Juri Ratas thanked for the invitation to the forum, and also noted the high potential of bilateral relations and the interest of Estonia in the further development of cooperation.

In January-August 2018, the trade turnover between Kazakhstan and Estonia amounted to $ 21.7 million (exports - $ 4.7 million, imports - $ 17 million). For the period from 2005 to the II quarter of 2018, the gross inflow of direct investment from the Republic of Estonia to Kazakhstan was $ 70.2 million. More than 70 joint ventures with Estonian capital were registered in Kazakhstan.

Today, in the framework of the session of the Council of Heads of Government of the Commonwealth of Independent States, President Nursultan Nazarbayev of Kazakhstan received the heads of delegations in Akorda. During the collective meeting, the Head of State stressed the particular importance of the meeting of the Council in strengthening cooperation of the Commonwealth states and noted the importance of developing trade and economic relations between the CIS countries.

The meeting of the Council of CIS Heads of Government traditionally took place in a narrow and extended formats.

The meeting was attended by Prime Ministers of Kazakhstan B. Sagintayev, the Russian Federation - D. Medvedev, Azerbaijan - N. Mamedov, Belarus - S. Rumas, Kyrgyzstan - M. Abylgaziev, Tajikistan - K. Rasulzoda, Uzbekistan - A. Aripov, the First Deputy Prime Minister of Armenia A. Mirzoyan, Deputy Chairman of the Cabinet of Ministers of Turkmenistan G. Muradov, Ambassador of Moldova to Belarus, Permanent Plenipotentiary to the CIS V. Sorochan, Chairman of the CIS Executive Committee S. Lebedev.

During the private session, an exchange of views took place on topical issues of economic interaction of the CIS member countries. The Heads of Government delegations voiced a number of proposals aimed at further improving joint activities. The Kazakh side raised issues of strengthening trade relations, implementing joint projects in the space industry, stepping up work on the transition of economies to digitalization, implementation of joint initiatives of member countries in the development of "green" technologies and innovations.

All initiatives and proposals of the heads of delegations, as noted by S. Lebedev, will be carefully analyzed by the CIS Executive Committee in order to prepare relevant documents on their practical implementation at the level of the statutory and sectoral bodies of the Commonwealth.

In general, the meeting participants expressed confidence that the decisions taken today and their subsequent implementation will contribute to the further deepening of cooperation within the Commonwealth.

Last year, trade between Kazakhstan and the CIS countries grew by almost 25% and amounted to more than $ 22 billion, in the first half of 2018 this figure increased by 10.6% to $ 13.6 billion (in the same period of 2017 - $ 12.3 billion ). In January-July 2018, exports from Kazakhstan to the CIS countries grew by 16.9% and amounted to $ 5.3 billion.

The agenda of the extended session addressed 13 issues related to cooperation in the fields of energy, agriculture, social security, the space industry, tax administration, communication and innovation, protection of intellectual property rights, humanitarian interaction, etc.

The Heads of Government delegations highlighted the importance of the adopted Concept of cooperation of the CIS member states in the development of the production of high-tech energy equipment. This will allow expanding and modernizing production facilities, creating new high-performance jobs, as well as increasing research potential and, in general, strengthening the development of the energy sector, engineering and industry of the Commonwealth countries.

During the meeting, the reports of the Deputy Director General of the State Atomic Energy Corporation Rosatom, N. Spassky, the First Vice-Rector of the National Research University MPEI V. Zamolodchikov were heard.

Following the meeting of the Council of CIS Heads of Government, a number of documents were signed:

Agreement on the interaction of the CIS member states on preparedness for a nuclear accident or a radiation emergency and mutual assistance in the mitigation of their effects;

Agreement on cooperation on the prevention and elimination of foci of diseases and forest pests in the border areas of the CIS member states;

Agreement on the implementation of joint activities of the CIS member states in the field of the exploration and use of outer space for peaceful purposes;

The plan of measures for the implementation of the Agreement on cooperation of the CIS member states in the field of electronic and electrical equipment waste management dated 01.06.2018;

Protocol on Amendments to the Agreement on Cooperation in the Development and Use of Cellular Mobile Communications Systems, dated January 17, 1997;

The protocol on the exchange of information in electronic form between the CIS member states for the implementation of tax administration;

The decision on introducing changes to the Interstate Special-purpose Program “Reclamation of the territories of the states affected by uranium mining industries”;

The concept of cooperation of the CIS member states in the development of the production of high-tech energy equipment and the Main Action Plan for its implementation;

The procedure for the distribution of rights to intellectual property created as a result of the implementation of interstate innovation projects and activities in the framework of the Interstate program of innovative cooperation of the CIS member states for the period up to 2020;

The decision on financing in 2019 of the Action Plan for the implementation of the Main Directions for the Further Development of Medical and Social Assistance and Improving the Quality of Life of War Veterans - Participants in Local Conflicts and Their Family Members in the CIS Member States until 2020;

Plan of priority activities in the field of humanitarian cooperation of the CIS member states for 2019–2020;

Agreement on the Protocol on Amendments to the Agreement on Cooperation in the Development and Use of Cellular Mobile Communications Systems dated January 17, 1997.

In addition, a number of organizational issues have been resolved. The Chairmanship in the Commonwealth passes to the Turkmen side. The next meeting of the Council of CIS Heads of Government will be held at the end of May 2019 in Ashgabat (Turkmenistan).

Today in Astana, within the framework of the session of the Council of CIS Heads of Government, Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev held bilateral meetings with Prime Minister of the Republic of Azerbaijan Novruz Ismail oglu Mamedov and First Deputy Prime Minister of Armenia Ararat Mirzoyan.

The bilateral meeting with the Prime Minister of the Republic of Azerbaijan Novruz Ismail Oglu Mamedov focused on issues of further deepening bilateral economic and trade cooperation in agriculture, energy, transport and logistics, food and metallurgical industry, pharmaceuticals, as well as joint implementation of investment projects, including in the field of industrialization and development of information technology.

This year, there is positive momentum in trade and economic cooperation between the countries. This was facilitated by active joint work on promoting exports and increasing trade following the meeting of the Heads of the two states in 2017. At the same time, this is also in large part due to the bilateral Intergovernmental Commission and the implementation of the Roadmap to expand trade and economic cooperation between Kazakhstan and Azerbaijan for 2017–2020, providing for specific measures in trade, energy, agriculture, transport, logistics, etc.

In order to implement agreements in the field of cultural relations, It is planned to hold the Days of Culture of Kazakhstan in Azerbaijan in Baku in November-December of this year.

The trade turnover between Kazakhstan and Azerbaijan for 8 months of 2018 amounted to $ 168.1 million and increased 2.1 times compared with the same period last year ($ 81.5 million). Exports to Azerbaijan increased 2.2 times and amounted to $ 134.6 million. Import amounted to $ 33.5 million. Over 8 months about 1.3 million tonnes of cargo was transshipped through the ports of Kazakhstan in the direction of Azerbaijan. Aktau Port - 202 thousand tonnes, or 32% of the indicator for the same period of 2017 (624 thousand tonnes); Kuryk Port - 1141 thousand tonnes, which is 66% higher than last year (756 thousand tonnes).

The meeting with First Deputy Prime Minister of the Republic of Armenia Ararat Mirzoyan covered issues of expanding trade and economic cooperation between the two countries in the energy, cultural and humanitarian fields, as well as in the chemical industry, civil aviation, engineering and implementation of joint investment projects in the IT sector.

The interlocutors considered prospects for deliveries to Armenia of metals and metal products, food products, products of animal and vegetable origin, railway engineering.

According to the parties, today all the conditions have been created for the development of mutually beneficial economic cooperation between the countries. The Intergovernmental Commission on Trade and Economic Cooperation is actively working.

The meeting participants also indicated that common aspirations for the development of information technologies will create mutually beneficial conditions for the development of Kazakhstan-Armenian business based on the principles of a market economy and fair competition.

Special attention during the conversation was paid to issues of regional security and the fight against terrorism.

In January-August 2018, trade turnover between Kazakhstan and Armenia almost doubled compared to the same period in 2017 and amounted to $ 8.2 million, exports - $ 4.2 million.
