During today’s Government meeting chaired by Prime Minister Bakytzhan Sagintayev, Minister of Education and Science Yerlan Sagadiyev reported on the progress of the switchover to the updated educational content in secondary education organizations.

As Yerlan Sagadiyev noted, the work on updating the educational content has begun. This work is carried out within the framework of the Plan of the Nation “100 concrete steps” and the state program for education and science.

“Before introducing the updated content in mainstream schools, we tested it in Nazarbayev intellectual schools, and then in 30 pilot schools,” - Yerlan Sagadiyev said.

According to the results of the approbation, the average score of the quality of education in pilot schools has doubled.

The transition to the updated educational programs is carried out according to the schedule. Thus, in the 2016-2017 academic year, first graders saw the transition to the updated content, in 2017-2018 - 2, 5, 7 grades. In the next 2018-2019 school year, 3, 6, 8 grades will transition also.

Since January 1, 2018, the official salaries of educators who have switched to teaching using curricula with updated content (1, 2, 5, 7 grades, since September 1 of this year - 3, 6, 8 grades) have been increased by 30%.

“A total of more than 200 000 teachers or 70% of the total number of Kazakh teachers will receive an increased salary in 2018,” – Minister Yerlan Sagadiyev informed.

All activities related to the normative and methodological transition to the updated content are carried out jointly with AEO NIS. As of today, new state standards for primary, basic and general secondary education are ready. Standard curricula and programs have been approved, textbooks have been developed. A criterial evaluation system is being implemented.

Textbooks for 1, 2, 5 and 7 grades were developed and introduced. With regards to primary education, standard basic textbooks are being introduced. 2018-2019 will see the introduction of textbooks for grades 3, 6 and 8. The “Public Appraisal” website contains layouts of textbooks for grades 3, 6 and 8.

“We bought banners on the most popular sites, placed on them the public assessment of textbooks. The link was sent to all 300 thousand teachers, school principals, 2 million parents. Today, more than 20 000 people assess textbooks every day,” – the Minister said.

As for the procurement of textbooks, the rule for the compulsory purchase of textbooks every four years has been abolished. Only in case of significant changes in the standards of education and training programs will books be re-issued.

According to Yerlan Sagadiyev, the Akimats have the right to purchase only the necessary number of textbooks. Printing houses will be obliged to provide an electronic version of the textbooks.

In March, a list of textbooks for the next academic year will be formed, in April the Akimats will start buying them.

“As part of the transition to the updated content, we provide teachers with digital educational resources. To date, 100% of schools have access to digital resources,” – Yerlan Sagadiyev said.

Annually 75 thousand teachers will pass refresher courses.

In conclusion, Yerlan Sagadiyev said that the schedule for the transition to the updated content has changed. Initially, the updated curriculum for the 0 grade was planned to be implemented in 2019. As of today, the single program and timetable for teacher training is ready, textbooks have been examined. But they are all in Cyrillic. Now it is necessary to print textbooks for almost 400 thousand 0 grade students.

“In connection with the transition to the Latin script, we consider it expedient to print these textbooks using the Latin alphabet. It will also be financially beneficial. It takes time to prepare new textbooks, carry out assessments, approbations, to train teachers. Therefore, we will launch grade zero in 2020. Such changes have been introduced into the new state program,” – Yerlan Sagadiyev said.

The meeting was also addressed by Akims of Kyzylorda region - K. Kusherbayev, Kostanay region - A. Mukhambetov, Principal of School-lyceum No. 38 in Ust-Kamenogorsk I. Chernyshova.

Summing up the consideration of the issue, Prime Minister Bakytzhan Sagintayev noted that the Kazakhstan Strategic Development Plan 2025 especially dwells on the development of human capital through the education system.

“The Order of the Head of State is being executed in accordance with the 76 and 79 steps of the Plan of the Nation “100 concrete steps”. We see the first results - new programs and textbooks are being prepared, teachers' salaries are increasing. All this will undoubtedly affect the quality of education,” – Bakytzhan Sagintayev said.

At the same time, Bakytzhan Sagintayev noted that there is a misunderstanding by the public of all the ongoing processes in the sphere of education. There is criticism coming from parents of students and MPs.

“Disputes are caused by the quality of the execution of these reforms, their consistency, and the situation with textbooks, which have repeated problems year after year. Mr. Sagadiyev, you are personally responsible for the implementation of these tasks,” – Prime Minister Bakytzhan Sagintayev said.

In this connection, Bakytzhan Sagintayev instructed to reconsider work approaches, at the same time it is important to take into account the opinion of teachers and the public, to widely discuss the innovations that have been adopted and to find compromises.

Also, the Ministry of Education and Science, together with the Ministry of Information and Communication, was instructed to ramp up awareness-raising efforts on the ongoing reforms.
