During his working visit, the Prime Minister of Kazakhstan B. Sagintayev took part in the Kazakhstan-Singapore Business Forum, held a meeting with the Prime Minister of Singapore, Lee Hsien Loong, and also discussed with the leading innovative companies the possibilities of cooperation in the framework of the Third Modernization of Kazakhstan's economy. In addition, he visited the HDB housing construction office, A*Star Agency for Science, Technology and Research, Biopolis Research and Development Center, Fusionopolis startup hub, and the Modelfactory@SIMTech plant.

About 500 representatives of business circles of the two countries, Heads of state bodies and national companies took part in the Kazakhstan-Singapore Business Forum. During the event, an exchange of views took place on a wide range of issues of deepening trade and economic cooperation, the development of priority areas of cooperation between business structures of Kazakhstan and Singapore and the implementation of promising investment projects.

Prime Minister Bakytzhan Sagintayev, speaking at the plenary session "The Role of Kazakhstan in a Changing Eurasia," noted that Singapore had become one of the most important trade and economic partners of Kazakhstan in Southeast Asia. Today, joint ventures operate in the areas of manufacturing, trade, information and communication technologies, construction and finance. At the same time, the business forum participants were told about new investment opportunities in Kazakhstan. He noted the potential for increasing cooperation in such areas as innovation, transport and logistics, housing, as well as the development of the manufacturing industry and non-primary exports.

The Government of Kazakhstan invites Singaporean companies to actively cooperate and implement new joint projects, as well as to participate in the privatization program and the work of the Astana International Financial Center.

The Forum was also addressed by the Chairman of the Board of the AIFC Administration N. Kussainov, the Chairman of the Board of the NIH Zerde E. The discussion of the prospects for deepening cooperation also took place within the framework of the thematic sessions “Studying the potential of Kazakhstan-Singapore business cooperation”, “Investments in Kazakhstan: mechanisms and practice”. In addition, the Road Show and a number of bilateral business meetings were held on the margins of the forum.

An important result of the business forum was the signing of an intergovernmental agreement on the promotion and mutual protection of investments, as well as other documents designed to intensify cooperation between Kazakhstan and Singapore in the fields of ICT and financial technologies, construction, education, petrochemical industry and the food industry.

As part of his working visit, Bakytzhan Sagintayev met with the Prime Minister of Singapore, Lee Hsien Loong. During the conversation, the sides noted positive dynamics of foreign trade turnover: last year's results show an increase in bilateral trade by 35%. At the same time, a great potential is indicated for further building up cooperation in all vectors of cooperation. In particular, in the areas of innovation and IT technologies, transport and logistics, industrialization, construction, education and science, and health care.

The parties identified tasks that open up a vast field for cooperation between countries on digitalization, promoting “smart cities”, building an innovation network and developing cyber security. B. Sagintayev noted that further development of cooperation is facilitated by both historically established warm relations between countries based on the personal friendship of President of Kazakhstan N. Nazarbayev and the founding father of Singapore Lee Kuan Yew, and the proximity of approaches to international problems and world development. Kazakhstan purposefully follows the path of state modernization, with the adoption of many methods and experience of Singapore and other advanced developed countries.

A number of bilateral meetings were also held in Singapore with representatives of the largest innovative companies on a wide range of issues of developing cooperation and implementing joint projects.

The meeting with the Chairman of the board of the Meinhardt Group, Shahzad Nasim, focused on the possibilities of implementing joint infrastructure projects in the field of introducing advanced technologies in urban planning.

During the meeting with Tan Teck Yong, Chairman of the Board of KinderWorld International Group, issues of cooperation in the field of introducing high standards and new approaches in the development of continuing education were considered.

The conversation with the incorporator of Barrington Capital Partners, Westgasoil CEO Lim Ren Tse focused on the implementation of petrochemical projects in Kazakhstan.

During his working visit to Singapore, the Prime Minister of Kazakhstan visited a number of facilities, where he got acquainted with modern technologies and innovations. These include the Singapore HDB Housing and Development Office, the Fusionopolis startup hub and the Biopolis Center for Biomedical Sciences of the Agency for Science, Technology and Research of the Ministry of Commerce and Industry of Singapore (A * STAR), and the Modelfactory@SIMTech.

During the visit to the HDB office, Bakytzhan Sagintayev was presented with Singapore’s experience in housing construction, and also the key principles of work to provide the population with high-quality and affordable housing conditions, creating appropriate infrastructure for maximum convenience of the country’s inhabitants.

Visiting the A*Star Agency for Science, Technology and Research of the Ministry of Trade and Industry of Singapore, Prime Minister of Kazakhstan B. Sagintayev familiarized himself with the technological conditions created for the implementation of research and innovation projects in the field of artificial intelligence, technology and engineering, digitalization of the economy and services. It should be noted that the Agency is engaged in the development of two large international centers for research and development - Biopolis and Fusionopolis.

During the visit to the Biopolis Biomedical Sciences Center, special attention was paid to equipment of laboratories where they conduct research in the field of molecular biology, cancer research, DNA stem cell research, development of titanium implants for joints, and research on the development of new drugs.

Visiting the startup hub Fusionopolis, B. Sagintayev got acquainted with the ongoing scientific activities in the field of modern technologies, developing solutions to global problems. The investment platform creates significant synergies in the IT technology industry and a favorable environment for international cooperation.

During the inspection of the Modelfactory@SIMTech, the Prime Minister got acquainted with modern equipment, which, by simulating a real production environment, allows to experiment and study digitization technologies. In particular, to predict problems in production before they occur. B. Sagintayev was presented with a control tower for production control, which allows collecting information and processing it for decision-making at all levels of the production chain.

The Housing and Development Board (hereinafter HDB) was established in 1960 as a single operator of the state housing policy. The priority areas of HDB activities are the implementation of programs to assist the needy segments of the population in solving housing issues (groups of people with low incomes, single mothers, pensioners and the disabled), as well as monitoring compliance with the rules and regulations in the public housing sector. Since the inception of HDB, more than 1 million apartments have been built in 23 districts, where more than 80% of Singapore’s population lives.

The Agency for Science, Technology and Research (A*STAR) is Singapore's leading agency for promoting research and innovation. A*STAR oversees the public sector of science and technology. In total, the Agency has 18 research institutes and research centers in the field of biomedical, physical and technical sciences, six consortia located in the technology parks of Biopolis and Fusionopolis.

Biopolis is an international center for research and development in the field of biomedical sciences and attracts leading scientists from the USA, Europe, Japan, Russia and other countries to its institutions. Along with government research institutes, the center houses corporate laboratories for companies such as Novartis, Danone, Abbott and Procter & Gamble, where research is being conducted on the development of healthier and safer products.

Fusionopolis is Singapore's newest scientific megaproject. The technopark is a research complex in which research and production activities are combined in the field of information and communication technologies, mass media, physical sciences and precision engineering.

Modelfactory@SIMTech plant is a full-featured production line with a high level of technological equipment with a small production volume, which simulates the problems in creating real products. From a research perspective, the sample plant is the ideal platform for developing mission-critical technologies, such as cyber-physical production systems and flexible automation at three production levels, namely, in the workshop, in the enterprise, and in the supply chain.
